Captain Withrow is a native of Dalton, GA and enlisted in the Navy as an Electronic Warfare Technician in 1995.  He was selected for an ROTC scholarship and graduated in 2000 from the University of Memphis with a B.A. in Criminology and Criminal Justice.  He is also a graduate of the Army Command and General Staff College, at Fort Leavenworth, KS.

His assignments at sea include tours as Damage Control Assistant and Navigator aboard USS SAMUEL B. ROBERTS (FFG 58), Chief Engineer aboard USS KLAKRING (FFG 42), and Maintenance and Material Officer for DESTROYER SQUADRON TWO.  He served as Executive Officer of USS HUÉ CITY (CG 66), Commanding Officer of LCS Crew 111, ‘Iron Warriors’, assigned as USS DETROIT (LCS 7) Blue crew, and Chief of Staff for Commander, Carrier Strike Group TWO.

Ashore, Captain Withrow served with the U.S. Strategic Command J-7 Exercise and Training Division, Afloat Training Group, Mayport, and as the Operations Officer for Commander, U.S. Naval Forces Southern Command/U.S. Fourth Fleet.  Captain Withrow’s personal awards include the Legion of Merit (w/ “C” device), Meritorious Service Medal (3 awards), Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal (5 awards) and Navy and Marine Corps Achievement Medal (2 awards).
