Command Master Chief Horgan is a local to the Virginia Beach area, born in September 1982. A graduate of Salem High School. He enlisted in the United States Navy on 15 May 2004 and attended Boot Camp in Great Lakes, Illinois. Following boot camp he attended Hull Technician “A” School.

His assignments include, Assault Craft Unit 4 2004-2007 attached to the Bataan Amphibious Assault Group deployed to the Middle East in support of Operation Iraqi Freedom. In 2008 he attended HT “C” School where he graduated as an honor graduate. Post “C” school he reported to USS John C. Stennis homeported in Bremerton WA, and completed a Western Pacific deployment. January 2010 then HT2 reported to Norfolk Naval Shipyard (NNSY FMB) for duty as a ship fitter in a submarine maintenance shop. In September 2010 he was selected as an individual Augmentee and attended basic Army infantry, convoy, and detainee operations training in Fort Bliss Texas. Upon completion of training, he was assigned to Task Group Trident. He deployed to the Parwan Province of Afghanistan as the Guard Force Commander tasked with facility security for over 500 Detainees from 2010- AUG 2011. Post combat deployment he completed his tour at NNSY and reported to USS Mason (DDG-87) in early 2012 as Repair Division LPO. In 2014 he was selected for advancement to Chief Petty Officer. He then reported to USS Mesa Verde (LPD-19) as the Repair division LCPO, from 2014-2016. Following LPD-19 he transferred to Mid Atlantic Regional Maintenance Center as a Ship Superintendent for DDG’s 51, and 87. In 2018 he was selected to advance to Senior Chief, he then filled the role as DLCPO for Hull Branch. Upon completion of his tour, he transferred to the USS Emory S. Land stationed in Santa Rita, Guam as the Planning Department LCPO, as well as the expeditionary CSEL and Planning and Estimating officer from 2019 to Dec 2021. He reported to the USS San Antonio in January 2021 as the Maintenance Manager (3MC). In April he was selected for advancement to Master Chief Petty Officer. His CMC tours include the USS SAN ANTONIO (LPD17) and USS KEARSARGE (LHD3) where he currently serves.

His awards and decorations include the Meritorious Service Medal, Navy and Marine Corps Commendation Medal (two awards) Army Commendation Medal, Navy and Marine Corps Achievement Medal (five awards) Meritorious Unit commendation, Global War on Terror Service Medal, the Humanitarian Service Medal (two awards), Armed Forces Service Medal, Afghanistan Campaign Medal, Expeditionary Sea service (four awards) Sea Service (six awards) and NATO ISAF Medal. He is a 2020 graduate of the Senior Enlisted Academy (green team).
