A native of Dalton, Georgia, Master Chief Bartley graduated from Southeast Whitefield High School in June 1992. He enlisted in the United States Navy and reported for recruit training in Great Lakes, Illinois in December 1992.

Master Chief Bartley completed Hull Maintenance Technician ‘A’ school located in Philadelphia before reporting to his first ship, the USS MCKEE (AS 41) at San Diego, CA where he served as a craftsman for submarine repair. His subsequent sea and overseas duty assignments include: USS BELLEAU WOOD (LHA 3) stationed in Sasebo, Japan where he qualified as an Enlisted Surface Warfare Specialist, USS JOHN F KENNEDY (CV 67) stationed in Mayport, FL where he qualified as an Enlisted Aviation Warfare Specialist, and USS GEORGE H. W. BUSH (CVN 77) in Norfolk, VA. Deployments include service in the Western Pacific, Southern Pacific, Arabian Gulf, Arabian Sea, Mediterranean, North Atlantic and North Sea.

His shore duty assignment was at Service Schools Command Great Lakes as a HT “A” school instructor where he qualified as a Master Training Specialist. His second shore tour took him back to Great Lakes to Recruit Training Command as a Recruit Division Commander where he trained seven division sending 616 new Sailors to the fleet.

Selected for the Command Senior Chief Program in February 2013, he was subsequently advanced to Master Chief Petty Officer and reported as Command Master Chief of VFA 11 “The World Famous RED RIPPERS”. His follow on CMC tour took him to USS LEYTE GULF (CG 55), ATG Atlantic - ATG Norfolk, and USS DELBERT D BLACK (DDG 119). His current CMC assignment is aboard Commander Carrier Strike Group TEN.

Along with multiple unit and campaign awards, Master Chief Bartley’s personal awards include; Meritorious Service Medal (3 awards), Navy and Marine Corps Commendation Medal (6 awards), Navy and Marine Corps Achievement Medal (5 awards), and the Military Outstanding Volunteer Service Medal (2 awards). He is qualified as an Enlisted Surface Warfare Specialist, Enlisted Aviation Warfare Specialist and Enlisted Information Dominance Warfare Specialist.

Master Chief Bartley holds an Associate of Applied Science degree in Marine Engineering from Coastline Community College of California and a Bachelor of Arts in History degree from American Military University. He is a graduate of the Navy Senior Enlisted Academy Class 155 Blue and COB/CMC class 124. He is also a graduate of MCPON/USFF Executive Leadership Seminar and Naval Post Graduate School’s Navy Senior Leadership Seminar.
