Capt. Brian J. Finman

Capt. Brian J. Finman, a Wisconsin native, attended the U.S. Naval Academy, where he earned a bachelor’s degree in systems engineering and commissioned as a Surface Warfare Officer in 1992.
Capt. Finman has completed multiple at-sea tours with deployments to the western Pacific, Australia, South America, Africa, the Mediterranean Sea, Black Sea, Baltic Sea, Red Sea, Arabian Gulf, and Indian Ocean. He served aboard USS Rentz (FFG 46) and USS Theodore Roosevelt (CVN 71) as a division officer, USS Gunston Hall (LSD 44) as first lieutenant, USS George Washington (CVN 73) as a reactor training assistant, USS Carter Hall (LSD 50) as the executive officer, and USS Rushmore (LSD 47) as the commanding officer. He also has served as the chief staff officer for Amphibious Squadron (PHIBRON) 3, operations officer for Expeditionary Strike Group (ESG) 11 in Okinawa, and as the deputy commodore and commodore for PHIBRON 4.
His shore tours include instructor duty at NROTC Unit Hampton Roads, surface nuclear assignments detailer at Navy Personnel Command in Tennessee, expeditionary warfare branch head at the former NATO Maritime Component Command in Naples, Italy, and director of the Surface and Mine Warfighting Development Center's (SMWDC) Amphibious Warfare Division in Norfolk, Virginia.
Capt. Finman holds a master’s degree in engineering management from Old Dominion University and a master’s degree in national security studies from the Naval War College.
His awards include the Legion of Merit (3), Defense Meritorious Service Medal, Meritorious Service Medal (2), Navy Commendation Medal (5), Navy Achievement Medal (3), and various unit and service awards. He is a Joint Qualified Officer.
