A native of Texas, Command Master Chief Navarro graduated from High School in 1995 and enlisted in the Navy October 1998. He holds an Associate in Arts, Construction Technology at Coastline Community College. He is a graduate of the Navy Senior Enlisted Academy (Class 189 Blue), and CMC/COB course (Class 179). He attended the Seaman Apprentice course at Naval Recruit Training Command, Great Lakes, IL, in December 1998. In September 2000, he attended Construction Electrician “A” School at Naval Construction Training Center (NCTC), Detachment Sheppard Air Force Base, Wichita Falls, TX.

In January 1999, his first tour of duty was with USS JOHN L. HALL (FFG 32) Pascagoula, MS. He served on NORTHCOM deployments in support of Standing Naval Force Atlantic (SNFL). His duties were Deck Seaman. In March 2001, he transferred to Naval Mobile Construction Battalion (NMCB) ONE, Gulfport, MS. He deployed on two PACOM deployments in support of CINPACFLT; His duties were crewmember and crew leader. In March 2003, he transferred to Naval Recruiting District Houston, Houston, TX, where he served as Canvasser Recruiter, Recruiter in Charge, and LPO. In June 2007, he transferred to NMCB 74, Gulfport, MS. He deployed on two CENTCOM deployments in support of Operation IRAQI FREEDOM and Operation ENDURING FREEDOM. His duties were EMBARK LPO and Detachment Operations Chief. In August 2010, he transferred to NCTC, Gulfport, MS and deployed for a year IA to AFRICOM deployment, in support of Combined Joint Task Force-Horn of Africa (CJTF-HOA). His duties were Course Manager, Department LCPO, and Construction Manager. In August 2013, he transferred to Navy Special Warfare Group Two Logistic Support (NSWG-2 LOGSUPPU), Virginia Beach, VA. He deployed to AFRICOM in support of CJTF-HOA. His duties were Combat Service Support Division LCPO, SEAL Team FOUR Combat Service Support Team Senior Enlisted Leader and NSWG-2 LOGSUPPU Senior Enlisted Advisor. In January 2017, he transferred to NMCB ONE, Gulfport, MS. He deployed to PACOM in support of MCO Phase II Fleet readiness in the PACOM Theater; His duties were PACOM Operations Chief and Battalion Training Chief. In December 2017, he transfer to USS WINSTON S. CHURCHILL (DDG 81). His duties were Command Master Chief. He had two deployments in FIFTH and SIXTH Fleet AOR.

His awards include the Joint Commendation Medal, Navy Commendation Medal (4), Army Commendation Medal, Navy and Marine Corps Achievement Medal (4), Military Outstanding Volunteer Service Medal and various other awards.
