Master Chief Owejan is a native of New Windsor, New York, and enlisted in the Navy in 1991.  After completion of basic training, he attended Gunner’s Mate "A" school and subsequent MK41 Vertical Launching System (VLS) “C” school.  He holds a Master of Education from Northeastern University, a Master of Science in Human Resource Development from Villanova University, and a Graduate Certificate in Maritime Studies, which he earned while attending the Australian Command and Staff College. 

His operational assignments include USS Hue City (CG-66) and USS Philippine Sea (CG-58), where he served as a VLS Technician.  USS Pinckney (DDG-91) as the pre-commissioning VLS LCPO and later as Weapons and Combat Systems DLCPO.  Mine Counter Measure CREW IMPLICIT, serving on four Mine Counter Measure ships as the 3MC and Command Senior Chief.  Helicopter Maritime Strike Squadron FOUR SIX (HSM-46) as Command Master Chief.  And lastly, on USS Carl Vinson (CVN-70) as Command Master Chief.

Ashore, he served at Service School Command as a Gunner’s Mate “A” School instructor and installation auxiliary security force coordinator.  The Navy Senior Enlisted Academy as a facilitator and non-resident course director.  The Center for Service Support (CSS) as Command Master Chief.  Naval Air Station Patuxent River as Command Master Chief.  And most recently, at the Naval Leadership and Ethics Center as a CMC/COB facilitator and the enlisted leader development program director for the navy.

He reported to Carrier Strike Group EIGHT, embarked on Harry S. Truman (CVN-75) in February 2021.

His personal awards include the Meritorious Service Medal (5), Navy and Marine Corps Commendation Medal (4), Navy and Marine Corps Achievement Medal (6), and various unit and campaign awards.
